    Affiliates are non-Laboratory employees engaged in on-site Laboratory activities. Affiliates are subject to training for safety and other subjects, and are typically also issued a Berkeley Lab Identification badge and they may receive systems accounts, and access to facilities. Subject to certain criteria, affiliates may also be eligible to receive a per diem allowance for housing and living expenses. Examples of affiliates include facility users, scientific collaborators, students, subcontractors and independent consultants.

    Berkeley Lab uses the services of temporary supplemental labor (aka Contract Labor) to meet operational requirements that arise from time to time. These services are provided through third party temporary staffing or employment agencies that have an established subcontract agreement in place with Berkeley Lab. In general, Contract Workers may be justified for filling temporary operational needs such as providing coverage during leaves of regular staff, assisting with short-term increased workload, or staffing a special project.

    The HR Shared Services team provides a wide range of services covering many stages of the employment life cycle. This includes tracking and monitoring appointment end dates and working with managers to facilitate appointment extensions as well as assisting with the exit process for appointment ends and employee resignations.

    E/LR provides technical advice, consultation and guidance to management regarding rules, regulations, and applicable laws pertaining to resolution of employee and labor relations issues. The unit also advises and counsels employees in complying with policies and the procedures for processing employment claims. E/LR provides assistance in the resolution of grievances, unfair labor practice charges, and in the conduct of labor negotiations and contract administration.

    The Berkeley Lab HR Systems team is responsible for strategic planning, project management, specification documentation, application configuration, reporting, testing/quality assurance, and support of human resources systems including recruiting and hiring, ePAF, salary administration, benefits, payroll and performance management.

    The Integrated Leave and Disability Management Services team helps with questions, concerns and management of issues related to illness/injury/leave (occupational and non-occupational), disability accommodation and assistance in returning to work  after being on leave.

    Performance management is an ongoing process of communication between a supervisor and employee that occurs throughout the year in support of accomplishing the strategic objectives of the Laboratory. Supervisors and employees have shared responsibilities for setting performance and development goals, giving feedback, monitoring progress, and for completing the annual performance review process each year.

HR Shared Services works with candidates, employees who make referrals for employment, the recruitment team, division hiring managers, collaborators, and HR partners to ensure an effective and positive recruitment, hiring and onboarding experience.

    The Laboratory offers a variety of online and classroom training courses for employees and supervisors on compliance requirements and skill development.

  • Visa Services

    The International Researchers and Scholars Office (IRSO) is an integrated work group within HR Shared Services team. This office provides extensive visa and immigration services to roughly 1,700 international affiliates and employees who represent over 80 countries from around the globe. Services include facilitation of the visa process and providing expert advice to foreign nationals, division management, and our HR partners.

    Employment at Berkeley Lab combined with other qualifying service (e.g. other UC locations or State of California agencies) counts toward your total service time. Years of service are used to determine vacation accrual rate, service milestones, and retirement benefit eligibility.
